Resolution on Loudoun County Budget for 2014

WHEREAS, the Loudoun County Republican Committee recognizes that government should continually exercise fiscal responsibility and limited powers; and

WHEREAS, the Federal Government under the control of Democrats has increased the tax and regulatory burden on citizens in Fiscal Year 2013, many through a growing number of Presidential executive orders without public transparency and legislative review, failed to expand the economy, and failed to create jobs; and

WHEREAS, the Loudoun County Board of Supervisors is considering the county budget for Fiscal Year 2014 beginning July 1, 2013; and

WHEREAS, the tax burden by the current Loudoun County Board of Supervisors was reduced by almost 4 percent on county residents and businesses in FY 2013 beginning July 1, 2012, and continuing at a reduced rate; and

WHEREAS, the Loudoun County Republican Committee supports continued reduction of the tax burden on individuals and businesses to increase economic growth and creation of jobs; and

WHEREAS, the Loudoun County Republican Committee believes that the Loudoun County government is too large, inefficient, spends too much money, and the county carries a large amount of debt; and

WHEREAS, pay increases based on merit for Loudoun County Government employees was instituted for the first time; and

WHEREAS, the Loudoun County Board of Supervisors, in keeping with conservative principles, gave guidance to the County Administrator to produce budget proposals at the equalized tax rate for Fiscal Year 2014 beginning on July 1, 2013; and

WHEREAS, the Loudoun County Board of Supervisors is continuing to work with the Loudoun County School Board to reduce the budget proposed by the School Superintendent;

NOW THEREFORE BE IT RESOLVED, that the Loudoun County Republican Committee commends the current Board of Supervisors for practicing the sound principles of government on which they campaigned by not raising taxes, and supports efforts by the Board of Supervisors to continue to reduce the county tax burden on its citizens while providing good government services; and be it further,

RESOLVED, that the Loudoun County Board of Supervisors continue to operate with openness and transparency, inviting the review of citizens as it develops the Fiscal Year 2014 budget; and

RESOLVED, that the Loudoun County Board of Supervisors continue to find ways to reduce local tax and regulatory burdens to offset growing Federal tax and regulatory burdens; and

RESOLVED, that the Loudoun County Board of Supervisors work closely with the Virginia State government to ensure that essential services, particularly to address transportation issues, are delivered to our citizens in the most efficient and cost effective way; and

RESOLVED, that the Loudoun County Republican Committee commends the Loudoun County School Board for its continued reduction of the school budget while continuing to open and build new schools to meet student population growth, yet still preserving the quality of education; and be it further,

RESOLVED, that the Loudoun County Republican Committee commends the County Administrator for ensuring that pay increases for County Employees will be based on merit and not automatic; and be it further;

RESOLVED, that the Loudoun County Republican Committee recommends that any realized surplus at the end of a fiscal year be used to pay down the County debt; and be it further,

RESOLVED, that the chairman of the Loudoun County Republican Committee shall cause copies of this resolution to be disseminated to the members of the Board of Supervisors and to the media.
